The Industry
The vehicle check industry has only existed (for the consumer) for a relatively short time, circa 1980, although the first checks date back to the 1940s for those in the motor trade.
There isn't a motor dealer within mainland GB that would purchase any vehicle without first performing a car or vehicle data check. If you consider that the main problems of: false ID, theft, previous accident damage, outstanding finance or HP. HP is a massive problem for the motor trade as they are not protected as the general public are by the "innocent purchaser" defence. The dealer would lose the car or have to pay the outstanding amount to the finance company whereas a private buyer, buying in good faith, has protection from the finance companies.
Buying a car privately
Please make sure that if you are buying a vehicle privately, that if you go to the seller's house, make sure they live there. Very often it may be rented for a few days and, when you return, the house is all closed up and the neighbours do not know where the occupiers went to.
Make sure the registration documentation has their name and address on. Never buy the vehicle if the seller does not have any documents - never mind how cheap it is! You could even be charged with receiving stolen goods when the vehicle's true identity is revealed.
